Job Responsibilities :
Procedures and Process Safety:
Ensure excellent support in functioning of Technical services in all its function viz. process safety, operations and minor projects and overall improvement of the gas pipeline system, by planning and coordinating the activities with all concerned. This position is majorly responsible for developing and managing competency level of each employees as per there defined roles and responsibility.

Ensure the Compliance of Systems & procedures related to pipeline, spurs, compressor station and metering & regulation stations.

Monitoring and improving the overall performance of the compressor station and metering & regulation stations through quality objectives. Ensure the related corrective/ preventive actions for the same.

Revision of existing SOPs to make them more suitable to operation needs. Revision of SOPs to be done on need basis

Preparation of procedures for carrying out one time operational needs Preparation / Review of process engineering documents like P&ID, PFD and keeping them updated.

Conducting of operations audit / Functional Assurance Audit across pipelines.

Coordinating activities of innovation council for generating / forming new ideas. Identify areas of improvement and suggesting improvement measures.

Ensure preparation all type of MIS reports as per management requirement (Daily, Weekly, Monthly etc.), related analysis, Preventive/ corrective actions.

Follow up and resolves all issues pending with the TS department in common portal

Review preparation of bid documents for any kind of work/service taken up by Technical services

Collection of all the innovation ideas from the sites and review to qualify top 3 ideas at the end of each quarter.

 (B) Training and Competency Development:
Providing required training to all O&M employees of the entity

Preparation of yearly training budget based on the training need identification of each employee and subsequently coordinating with discipline heads.

Finalize the participants for each training in total coordination with discipline heads

Prepare and publish yearly training calendar for the entity covering all O&M employee with meeting the set KPI targets.

Coordinate with different internal training agencies GMS, E&P Academy for the trainings and overall development employees

Preparing budget approval note for each training as per finalized participants and take approval from business head.

Scheduling and executing the trainings as per yearly training calendar, in total coordination with training agencies, discipline heads and the participants.

Maintaining the record of each training, feedbacks of the participants and ensuring the validation of the trainings.

Ensuring timely payment to the training agencies thru PR / PO process or YEXP as per approval take from business head.

i. Ensuring the learning is shared by the participants with the entity employees for each external training done, by coordinating with planning department

Preparation of question bank based on procedures and standards for validation of employees and conducting validation test.

• Coordinate and conduct competency validation of employees as well as contract employees working for the entity

• Identify the competency gaps, training required to fulfil the competency gaps

(C) Minor Projects:
• Providing inputs in conceptualizing, Basic Engineering and Detail Engineering Assistance for Pre commissioning / commissioning

Management of Change including:
a. Preparation of Concept approval paper for any process modification in Compressor Stations, Pipeline and Metering & Regulating Station (M&R) required for improvement of processes and systems

b. Ensure Preparation of overall schedule of project execution (expected S-curve) along with declaration of Zero date

c. Technical evaluation of modification proposals including cost benefit analysis (pay back calculation), Hazop Study, preparation of process documents like P&ID, datasheet, control logics etc.

d. Preparation / Review of required documents for lining up for construction contract

e.Detailed Engineering jobs either in house or with the help of consultants 

f. Implementation and close out of MOC as per approved procedure

Job Accountabilities:
1. Understand the objectives of the department and
implement.

 2. Prepare technical scope of work / specification for material and service procurement. 

3. Evaluate QAPS / ITPs for all items being procured for pipeline.

 4. Knowledge of non-destructive testing techniques like
UT/RT/PT/MT/VT.

5. Knowledge of advanced NDE techniques like PECT, LRUT,MTM etc.

6. Interpretation and evaluation of ILI test results / reports.

7. Technical bid evaluation for material & service procurement. 8. Coordination with P&C, Suppliers, field O&M team for resolving the technical queries.

 9. Ensure that all activities of the department are carried
out safely with the help of written down procedures developed in accordance with codes, standards. 10. Prepare inspection reports, release recommendations
and record history.

11. Provide procedures for repairs to equipment, pipeline, and associated appurtenances in accordance with codes, standards, and procedures.
 12. Co-ordinate/participate inter-departmental meetings to monitor and implement the recommendations arising out of various activities. Maintain Minutes of meeting.

 13. Review of pending inspection of equipment and liaise with field O&M for planning and completing the same. Review concession / deviation exercise for all pending inspection of equipment and conform compliance to procedure.

14. Inspection of all special and critical/ hazardous maintenance activities like online sealing, hot tapping etc. to ensure that they are safe to execute and will not hamper the integrity of pipeline.

15. Participate in root cause analysis of various failures, generate report, and provide recommendations.

16.Update PIAM / PIMS manual as applicable. Assist in
developing RBI for the identified assets as per objectives. 

17. Administer contracts as per work orders.

18. Preparation of budget & its control

Skills & Competencies:
1. Demonstrate strong teamwork and operating discipline.

2. Analytical thinking 3. Good oral and written communication skills, report writing, presentation skills.

4. Ability to read and understand equipment engineering
drawings, PFD's, P&ID's, piping Isometrics. 

5. Basic Knowledge of pipeline design codes and
standards, welding, inspection & testing.

6. Basic Knowledge of materials and metallurgy and its
application to pipeline.

Education Required:
BE in Mechanical/Metallurgical / Production engineering.

Experience Required:
1. ASNT/ISNT Level II in at least two techniques MPI / UT
RT/PT/VT. 
2. Min 5 years of working experience in Inspection, QA/QC. 
3. Knowledge of MS office.

Education Requirement:
• Mechanical / Instrumentation/ Electrical/ Chemical
Engineering Graduate
 • 8-10 years of relevant experience

Skills & Competencies:
Knowledge of ASME B 31.8, B 31.3. API 5L, API 6D, AGA codes, OISD standards, ASTM codes relevant to gas quality measurements

Efficient preparation of training calendar for all Employee bas training needs and conducting training as per calendar

Quality, cost and time for project execution

Accuracy of standard operating procedures.

Accuracy of process solutions provided to site teams. Quality of reviews of PFDs and P&IDs.
